Emergency Congestion Terminal Surcharge (ECTS) was first implemented in 2007, by feeder companies, as the terminals were no longer able to process containers due to all manner of circumstances. The terminals were faced with enormous congestion problems, as a result of which, the feeder shipping companies only received their containers with major delays, which carried a number of consequences. When terminals become greatly congested an ECTS is now charged, so the feeder companies can pay additional berthing fees, fuel prices, and any further additionals.
